INDEPENDENT STUDY: CAN IT INPROVE THE QUALITY OF EDUCATION IN THE EXTREME POVERTY REGION?

 


Based on data published by the World Population Review, in 2021 Indonesia was still ranked 54th out of a total of 78 countries included in the ranking of world education levels. Indeed, the level of education participation in Indonesia has increased sharply, but the quality of education that each child gets is not equal. In fact, the provision of good quality education is the key to creating a quality generation. The student participation rate in school without being accompanied by the provision of good quality education will not have much impact on the quality of the individual.

In the regional level, East Nusa Tenggara is one of the provinces in Indonesia that has a low quality of education. In 2018 the Minister of Education and Culture at that time Mr. Muhadjir Effendy said that education in East Nusa Tenggara (NTT) was in the third lowest position nationally, after Papua and West Papua. East Manggarai as one of the districts in NTT certainly participated in determining the position.

The fact about the position above certainly raises a big task that is the responsibility of various parties to improve the system and quality of education that applies in Indonesia. Fortunately, the process towards change is ongoing although it is still in its early stages and just the beginning. Recently the competent authority and has a great influence on the education system in Indonesia, the Ministry of Education, began to make various adjustments, and saw the need for a flexible education system with the competence of each student. This change was marked by the introduction of the concept of Independent Study.

As we know that the government has issued a policy on Independent Study. The government's policy on Independent Study deserves appreciation because it is a step to transform education for the realization of Indonesia's Superior Human Resources (HR) who has Pancasila Student Profile. According to Mr. Nadiem Makarim, Independent Study is the beginning of the ideas which will also be launched to improve the monotonous national education system. Monotonous National Education System is like a colony in the world of education. Our education is colonized by the education system itself. The learning process is under a pressure that makes teachers and students unhappy in carrying it out. So the main purpose of the Independent Study is to create a happy learning atmosphere, both for students and teachers. Meanwhile, its final goal is to improve the quality of education in Indonesia and its ranking in the world will also increase.

On October 17, 2021, the vice president of the republic of Indonesia chaired a coordination meeting at the NTT governor's office. At that time, the Vice President said that there were 5 districts in East Nusa Tenggara that were included in the category of extreme poverty, one of which was East Manggarai Regency. The indicators of extreme poverty are people's income, decent housing, clean drinking water, environmental-based sanitation, access to electricity and the education level of the head of the household. These indicators are found in almost every sub-district, especially in Elar and South Elar sub-districts. These two districts have always been in the spotlight of the wider community. Based on the fact, we cannot deny that access to transportation as the lifeblood of the economy is still very difficult. What's more, access to electricity by PLN, so far has not touched these two sub-districts.

We must be honest and dare to say that Independent Study is a breath of fresh air for the education process in this regency. It is said so, because Independent Study will bring teachers and students to a happy atmosphere after dealing with this complicated reality for a long time. By the presence of this policy, schools in this region can further develop the curriculum according to the school's vision and mission. Teachers are more independent in determining the choice of material will be given that can support potential and student needs. Besides that, With the Independent Study , student involvement in learning will increase because they are happy.

Actually, the implementation of Independent Study is not limited by regional conditions as poor or rich regions. Thus, the condition of East Manggarai Regency, more specifically Elar and South Elar sub-districts as areas with extreme poverty categories, does not become an obstacle in implementing the curriculum. The thing that needs to be considered in the implementation of Independent Study is the spirit to change for the better and the spirit to improve the quality of education. In fact, if Independent Study is declared successful, the welfare of the community will change for the better. There is no extreme poverty category anymore. For that, let us welcome the Independent Study with joy. There is no option to refuse its presence. If it happens, then, we have no intention of changing the quality of education in this country.
